EDIT: Found the answer to the question I just asked. If anyone's wondering, sending more troops does not increase gathering speed. To optimize gathering, send out multiple armies so that each one can gather independently and effectively multiply your gathering speed by the number of armies you send out.

The higher the tile lvl the faster you gather rss. So if you gather a lvl 4 you will gather faster than a lvl 3 but it will still take longer do to there being more rss
