Each hero comes on at different times, some may come on regularly while others turn up every few weeks or special events.

You may buy all medals in a day although the cost to max is usually around $1000/pounds and so on.
Petite devil to max at once is about 800
While it only costs 110 when buying the pack separately (every few weeks)
At first she costs 4.99 but the price rises once bought and resets every time it comes around.
4.99-19.99-49.99-99.99 and so on
Beatrix is a great hero as she has a lot of magic attacks and, gives a permanent research boost and can restore her own HP during battle.

There seems to be a consistent pattern with the shop cycling through hero packs. I have not personally mapped it out. However, every 2-3 weeks you will be able to find the hero you are looking for.
Based on what you are saying, I'm guessing you are newer to the game. Should this be true, recommendation for saving yourself some money
When a hero pack goes on sale in the shop, it stays for 2 days. The first purchase will be $4.99 USD, the second $19.99, then $49.99, and finally $99.99. Each increase provides more medals and other items in the pack. If you are looking solely for the medals, you get the most bang-for-your-buck with the $4.99 pack. After the pack is removed from the shop and comes back 2-3 weeks after, it will reset to the first pack at $4.99. If you are patient and want to acquire gold heroes over time with the lowest cost, buy only $4.99 packs, wait for it to come back, rinse and repeat. If you want to get the hero a bit quicker, buy the $4.99 and the $19.99 pack - this will cost you a bit more in total, but you will reach the higher grades quicker. The more you spend in one 2 day rotation on a specific hero, the higher the total cost.
